Was about to say that I couldn't get it running, but then I tried Administrator mode and it worked. Just for future reference here are the relevant system specs.
Windows 10
Intel i7 6700k
NVidia GTX 1060
32gb DDR4 RAM

After 19 years, I finally got this game to run in true HD with latest dgvoodoo directx8 wrapper, but now I cannot get the controls to work in windows 10 with my gamepad or sidewinder, which works in windows with the game in xp but not the true HD.

Matt, can you make your patch to enable controller support with higher resolutions/dgvoodoo. The first patch you made has forcedisplaymode 640x480 and if I remove this it launches, but then the controls won't work at higher resolutions.

Hi GTG,
First of all you're right, the controller inputs aren't working correctly; I tested it with my USB Sidewinder and it doesn't work either -- well the buttons do but it's not registering the D-Pad.
I found an option inside that toolkit program (DirectPlayEnumOrder) that seems to fix the gamepad controls, but if it's enabled then the framerate crashes to an unplayable level. Very annoying. I'll let you know if I find something else out..

The original patch you made lets my Logitech Rumblepad 2 work with the game in Win 10 (but not Sidewinder). Haven't tried xbox controllers. But if I remove the force-resolution flag from the patch, the controls won't work.

Ok, I finally got it working in HD with gamepad support! Before doing anything remap all controls to keyboard first! First install DGVoodoo2 2.54. Set game to run in a window, resolution 1280x1024 or similar, 8X antialiasing. You can also install Reshade in D3D 10+ mode in the same directory to add HDR, magic bloom, etc. The reshade will catch the dgvoodoo2 translation to DX10+ mode, and work on top of that. Now rename exe to JgxsrHD.exe to make sure any old application compatibility patches don't force 640x480. After running in HD mode remap controls to gamepad. Logitech gamepads are still compatible with this game. The results are amazing.

Hi, i've been getting this error "Setup has detected that uninstallsheild is in use. Please close uninstallsheild and restart setup." Error 432, any help on this, or will i need the Dvood program to run this game?
